The Phoenix Police Department has released a Critical Incident Briefing (CIB) video that includes audio, visuals and information related to an officer-involved shooting (OIS) which occurred on January 12, 2024.
This incident started when officers responded to an emergency call of domestic violence at an apartment near 14th Street and McDowell Road.
One caller said the suspect was aggressively kicking the door to an apartment while holding a knife.
When officers got there, the man had already left the area. Officers then began to search the neighborhood.
While officers were driving around the neighborhood, they saw a man near 15th Street and McDowell Road.
Officers contacted the man and gave him commands to stop and put his hands up. The man did not comply and began to walk away. Officers used less lethal tools to deter the man’s actions.
Officers followed the man as he ran through the neighborhood. During the chase, officers stopped at different points and continued to use both the pepper ball and 40mm less lethal launchers attempting to gain compliance.
While the man was running from police, he was seen holding and pointing a gun at officers multiple times.
A Phoenix Police lieutenant on the call got out of his patrol vehicle armed with a duty shotgun. He fired one shot striking the man.
Just prior to the shooting, an officer with a 40mm launcher again tried to stop the man with less lethal. That officer ended up driving his patrol car into the man seconds after the lieutenant fired his shotgun.
The man was taken to the hospital where he was treated for serious physical injuries and was later booked into jail for several felony charges.
The gun displayed by the man was found on scene and was determined to be a pellet gun made to look like a semi-automatic handgun.
During the investigation, detectives learned that the man involved with this critical incident was not the same person from the original 911 emergency call.
That man was later arrested for domestic violence related offenses.
The lieutenant involved in this critical incident is assigned to the Mountain View Precinct and has almost 30 years of service with the Department.
The officer involved who used his Tahoe to stop the man is also assigned to the Mountain View Precinct and has about five and half years of service with the Department.
Conclusions about whether the actions of the officers are consistent with department policy and the law will not be made until all facts are known and the investigation is complete.
