Thank you to the more than 50 people who joined us on September 14th to discuss current climate projects in the Los Angeles Region. You are doing so much fantastic work! A special thank you to Ankitha Doddanari for sharing the beta version of OPR’s Vulnerable Communities Platform (VCP) and to Ryan Wolfe and Sebastian Shetty from the Southern California Association of Governments for leading the briefing and conversation on the LA/Orange County Climate Pollution Reduction Grant (CPRG) Effort. Access the notes and slides and links to provide feedback on the VCP. Note that the EPA released the NOFO for the CPRG Implementation grants yesterday – see details below.

Los Angeles Extreme Heat Campaign


As heat season comes to a close, consider sharing our extreme heat materials – we have social media content created in partnership with the LA County Department of Public Health and downloadable and editable flyers created with representatives from the health care sector, community organizations, and City and County representatives. We hope you will join our coordinated effort to get information into the hands of those most impacted by heat.

As a proud founding member of the Alliance of Regional Collaboratives for Climate Adaptation (ARCCA), LARC helps track California’s climate legislation. September 30th is the last day for Governor Newsom to sign or veto bills. Bills recently signed include:

  • AB-30 improves research, forecasting, and mitigation for atmospheric rivers

The Governor is also reviewing these bills:

  • SB-272 establishes requirements for sea level rise adaptation and planning
  • SB-659 requires water management plans to support ground water recharge
  • SB-306 will codify the Extreme Heat Action Plan (EHAP) into statute and requires it to be updated every three years
  • SB-253 compels large corporations operating in California to publicly disclose their complete carbon footprint
  • SB-261 mandates that corporations, financial institutions, and insurers report on climate-related financial risk
  • AB-1167 ensures that buyers of oil wells post a bond covering the full cost of plugging and safe abandonment of orphaned and idle oil and gas wells

Climate Resolve is seeking sign-ons today for their Request for Signature letter for SB-306. The Climate Center is rallying support for the last three bills.


Community Grants Program: Parks and Open Space Projects | The Port of Long Beach
Up to $7 million in funding is available to fund large, transformational parks and open space projects in the neighborhoods most affected by Port operations. Eligible applicants will propose open space and “multi-benefit” parks projects, which support the community and the environment. Eligible expenses include trees and vegetation, irrigation, stormwater systems, noise buffers, paved areas creating access to the park and support facilities.
Eligibility: Government agencies and 501(c)(3) nonprofit organizations
Deadline: Concept papers must be submitted by October 2, 2023

Community Benefits Grant (CBG) Program | Clean Power Alliance (CPA)


Awards of $15,000 to $30,000 for a one-year grant term research, environmental and social justice, workforce development, and education
Eligibility: 501(c)3 non-profit organization serving the areas where CPA provides electricity
Deadline: October 6, 2023

Electric Vehicle Charger Reliability and Accessibility Accelerator | US Department of Transportation
Up to $100 million in federal funding available to repair and replace existing but non-operational, electric vehicle charging infrastructure.
Eligibility: State DOTs and local governments
Deadline: November 13, 2023

Tribal Capacity Building Pilot Program | Strategic Grown Council
SGC will award two-year grants to 4-6 tribes. Awarded tribes can use the funds to build staff capacity and fill gaps to advance the tribe’s climate-related work. Each awarded tribe will work with a technical assistance (TA) provider to develop an action plan based on the tribe’s priorities and goals. $600K is available for grant awards and $400K is available for the TA provider contract. The Notice of Funding Availability and application for tribes will be released in November 2023.
Technical Assistance Provider proposals in response to the Request for Quotes are due January 19, 2024.

Green and Resilient Retrofit Program (GRRPE) Elements | Department of Housing and Urban Development
$140,000,000 with awards of $1-$750,000 to amplify recent technological advancements in utility efficiency and energy generation, bring a new focus on preparing for climate hazards by reducing residents’ and properties’ exposure to hazards, and protecting life, livability, and property when disaster strikes.
Eligibility: Unrestricted
Deadline: March 28, 2024

Climate Pollution Reduction Grant Implementation Grants | Environmental Protection Agency
NOFO for General Competition
EPA anticipates awarding individual grants between $2 million and $500 million to implement measures included in an applicable Priority Climate Action Plans (PCAPs).
Eligibility: States, municipalities, tribes, tribal consortia, and territories
NOFO for Tribes and Territories Only Competition
EPA anticipates awarding individual grants ranging between $1 million to $25 million.
Deadline: April 1, 2024

California Coastal Conservancy Grants
The Coastal Conservancy has significant funding available for projects that benefit public access, natural resources, working lands, and climate resiliency at the coast, coastal watersheds, and the San Francisco Bay. Attend a webinar on September 28 at 3:00 on Conservancy funding.
Eligibility: Government agencies, non-profit organizations, and federally recognized tribes

Proposition 68 – Water Recycling | California State Water Resources Control Board
$3,000,000 available for the construction of water recycling projects that promote the beneficial use of treated municipal wastewater in order to augment fresh water supplies in California.
Eligibility: Nonprofit Public Agency Tribal Government

General Fund – Water Resilience Infrastructure – Water Recycling | California State Water Resources Control Board
$232,750,000 with awards of $0 – $15,000,000 available for the planning and construction of water recycling projects that promote the beneficial use of treated municipal wastewater in order to augment fresh water supplies in California.
Eligibility: Nonprofit, Public Agency, Tribal Government

LA n Sync Grants Forecaster
LA n Sync researches and identifies state grants over $1 million per year and federal grants over $5 million per year, updating the forecaster on a weekly basis.

SCAG Money Monday Newsletter
SCAG has a bi-weekly newsletter to highlight open grant opportunities that may be pertinent to local agencies. These are also shared on SCAG’s Grant Opportunities webpage.

California Climate & Energy Collaborative
This resource tracks upcoming state and federal opportunities. This tracker focuses largely (but not exclusively) on energy efficiency and mitigation-related opportunities.

The Climate Program Portal
A resource for organizations and public agencies tracking federal investments in climate initiatives. The Portal tracks investments from the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA). The Portal was developed by Atlas Public Policy.

State and Community Energy Programs (SCEP)
Tracks 46 new Department of Energy grant programs to distribute $97 billion in funding from the Bipartisan Infrastructure Law and the Inflation Reduction Act.

LABC Annual Sustainability Summit
The Los Angeles Business Council (LABC) will hold the 17th Annual Sustainability Summit on Friday, September 22nd, 2023, at the University of Southern California. The Summit will focus on local, state, and federal clean energy goals, advancing toward zero emission transportation, managing water resources, and capitalizing on the billions of dollars of incentives from the IRA, IIJA, and California State Budget.

Leadership Development Program

2024 Climate Resilience Leadership Network Cohort
Coro is now accepting applications for its newest part-time, leadership development program: the Climate Resilience Leadership Network (CRLN). CRLN will run from February to June 2024 with a Closing Symposium held in September 2024. Thanks to generous investment from Accelerate Resilience Los Angeles (ARLA), the program fee is $250 (down from unsubsidized tuition of $9,500). Interested candidates are encouraged to submit an Interest Form to learn more. Consider nominating someone in your network who would be an excellent candidate.
