Citizen Participation in the Constitutional Process

The Chilean Government asked the OECD to carry out an assessment of the Constitutional Process Open to Citizens (CPOC – Proceso Constituyente Abierto a la Ciudadanía), to identify the lessons learned and to advise on further improvements to engage citizens in the policy making process.

The participative process in which the government of Chile has engaged in the constitution-building-process has shown the interest and the commitment of a significant part of Chileans to express their opinions and interests in their future. Chile should build on this consultation and use it to deepen and strengthen the government’s engagement strategy at the national and local level.

The participatory stage in the constitutional reform is a first step towards a more open and inclusive government.
